“Territoire Zéro Chômeur de Longue Durée” (zero long-term unemployed region) is a nationwide experiment launched by the ATD-Quart Monde movement. This social innovation proves that, in a given region, at no extra cost to the community, it is possible to provide work for all long-term unemployed people who are willing to take part, by mobilising the costs of unemployment and, at the same time, helping to develop a regional dynamic.
